2008 Legislative Agenda

SB 39 (Sen Kopp, Rep Witwer)
Will offer a training program to directors of fire protection districts in high-risk areas. This bill will assist fire boards that serve areas like the HWY 285 corridor by providing them with strategic-level training.

SB 132 (Sen Kopp, Rep McNulty)
We all see the long-term value in investing in higher education. SB 132 creates a new formula for funding our institutes of higher education, connecting fee-for-service and performance contracting. This bill would have provided incentive for better performance from our institutions of higher education, and a stronger system of accountability.

SB 134 (Sen Kopp, Rep McNulty)
Denver is the 4th largest meth-trafficking hub in the US. SB 134 creates a state-wide mandatory minimum bond of $50,000 for those accused of meth trafficking. If the accused cannot provide documentation to prove their legal status in the US prior to the bond being posted and fail to appear for their hearing, they forfeit their bond. Under this bill, half of the bond-money will go to the Department of Corrections and the other half will go to the county of arrest.

SB 199 (Sen Kopp, Rep Victor Mitchell)
10th-grade students who have unsatisfactory scores in CSAPS must be given remediation to bring them up to proficiency. The bill also provides incentive for 10th graders to perform their best by providing them with tuition credit to a Colorado institution of higher education.
HB 1110 (Rep Witwer, Sen Kopp)
Private landowners who take fire mitigation measures on their property would receive an income tax deduction.

HB 1271 (Rep Sonnenberg, Sen Kopp)
"Back-to-school Tax Holiday." Creates a category of sales tax free items for a specified period of time in August.

HB 1324 (Rep Witwer, Sen Kopp)
Offers income tax break to volunteer fire fighters. Colorado's timber country and residents are protected largely by a volunteer fire fighting force. This bill will help chiefs retain and recruit volunteers by offsetting the cost of the fire fighting equipment they buy.

HB 1334 (Rep Witwer, Sen Kopp)
This bill deregulates the health insurance market for volunteer fire fighters by allowing them to join buying pools so they can save money on their premiums.

HB 1351 (Reps Jahn & King, Sens Kopp & Boyd)
This bill requires that any DNA evidence gathered during a criminal investigation be preserved for a specified amount of time, dependent on the nature of the crime.

Senator Kopp's resolution declaring February 6th Ronald Reagan Day in Colorado.
